Vermont asbestos deaths were job related

The Vermont Health Department has determined that five people who died of an asbestos-related lung diseases were exposed to the material at their jobs and not because they lived near a now-closed asbestos mine.

According to the report, three of the five people who died of asbestosis between 1996 and 2005 had worked at the asbestos mine in Eden and Lowell, but the other two had the disease before they moved to the area.

Nights and Weekends download The report expanded on an earlier study that found residents who lived near the mine had higher-than-normal rates of asbestosis, which scars the lungs and leads to respiratory failure. Some residents in the area were upset by the first study’s conclusions, and encouraged public health officials to re-examine the issue.

The report concluded that there is “no evidence that people living in the 13 towns surrounding the mine have a higher risk of dying from non-occupational asbestos-related diseases than people elsewhere in the state of Vermont,” but residents are still urged to stay away from the mine, where an estimated 30 million tons of the dangerous mineral are left behind.

Former employees of Alcoa in Rockdale, Texas can feel the pain of some Canadian workers.

Last year, Alcoa shut down its operations in Rockdale putting more than 600 workers on the streets and the economy of Rockdale at risk.

Monday, Alcoa announced it may curtail production and lay off 275 workers at a smelter in Canada if it’s unable to negotiate a 15-percent pay cut with employees there.

The largest U.S. aluminum maker says negotiations are continuing with representatives of about 1,000 workers at the smelter in Becancour, Quebec.

Alcoa told the employees in early March it wanted to reduce labor costs there and says it will cut production and lay off the workers if an agreement isn’t reached by April 30.

A cement plant near Helena, Montana is under investigation for asbestos contamination.  The Ash Grove Cement Company is paying their employees while the investigation is going on.

Tremolite asbestos was recently found in the quarry.  The tremolite asbestos is similar to what was found in the W.R. Grace vermiculite mine in Libby, Montana.  Hundreds have died and many more have asbestos-related diseases like asbestosis and mesothelioma cancer in Libby.

The company has not made it clear how long they will pay their employees.  If tests confirm the asbestos, workers fear they will lose their jobs.  The plant was usually closed for annual maintenance this time of year, but was supposed to resume on April 1st.

The governor of Michigan has proposed to cut the Department of Environmental Quality program.  The program was designed to make sure that buildings followed the federal asbestos rules.

Gov. Jennifer Granholm said that Michigan can no longer afford to inspect buildings scheduled for demolition or renovation to prevent asbestos contamination.

Creep video If the Legislature passes the proposal, the U.S. Environment Protection Agency will take over responsibility for conducting inspections and punishing violators.  The agency, which is located in Chicago, lacks the resources to do an adequate job according to critics.

The total budget is $341 million and the program only costs $350,000.  The state only pays $250,000 of that.  So the program is not a very big expense.

Robert McCann, a spokesman for Michigan, said that the department has no choice.  He said that the state has been making many cuts recently and has orders to make even more to help reduce the projected $1.4 billion deficit in 2010.  “You can discuss scaling back, but at a certain point you can’t do that any more and you have to cut entire programs,” McCann said.

Stopping the inspections would put workers who tear down and renovate buildings as well as people living and working nearby in great danger to asbestos exposure, said Dr. Michael Harbut.  Dr. Harbut, a Wayne State University asbestos specialist, said, “There is no such thing as a safe level of exposure to asbestos,” and, “Asbestos is a killer.”

The department receives about 3,400 notifications a year from contractors doing demolition or renovation work.  The division conducted 411 unannounced inspections in 2008.

Violators have paid about $800,000 in the past six years.  Even though first offenders pay only a small fine, repeat offenders can get lawsuits.

Asbestos exposure is the only know cause of an aggressive form of cancer, mesothelioma. Mesothelioma has a very long latency, often taking 40 years or longer for symptoms to show.  Because it is very hard to diagnose, a mesothelioma diagnosis is usually fatal within 18 months.
